A design's inherent need of its parts to be integrated into the whole, requires one's ability to quickly define with strokes, the overall basic form/ direction.
Only when the base form is defined on paper, can the rest of the parts of the design have a direction to flow into.
Thus in the development of form, what matters are one's ability to quickly place down basic forms, one's knowledge of different forms, and one's sharpened intuition in the manipulation of forms.
